Do collapsible straws actually solve the problem?

Partly. A collapsible straw fixes the size problem: it folds into something that fits a pocket or a keychain. What it does not fix is the part that actually fails, which is remembering to bring it. A case on a keychain is still an object you have to decide to carry, and the moment you are standing at a counter without it, a straw at home is the same as no straw at all.

What is the most portable reusable straw?

The one you are already wearing. Portability is usually measured in centimeters, but the real measure is how often it is with you when you need it. By that measure, anything that lives in a bag or a drawer scores badly, no matter how small it folds. This is the reason wristraw sits on your wrist instead of in a case.

Do I need a case for a reusable straw?

If the straw is loose in a bag, yes, and that is part of the problem. A case protects the straw and adds one more thing to lose. With wristraw there is no case at all: the straw lives inside the band, so there is nothing separate to carry, forget, or replace.
